Global target coverage

We have quantified the NDCs of 196 parties. Not every party has a target for each year: 189 have submitted a 2030 target and 144 have submitted a 2035 target. Ambition and detail also vary enormously. Some governments set economy-wide, unconditional targets out to 2035, while others cover a narrower slice of emissions, or make their pledge conditional on international finance.

We turn each commitment into an emissions pathway, using the same gases, sectors and historical data for every country. This lets targets be compared fairly across countries and through time, not just read off headline percentages.

Beyond the headline pledge

Behind every quantified NDC sits more detail than one pathway can show. We build these views with governments, research teams and investors.

Targets vs current policies

We compare what governments have pledged with what current policy settings are actually projected to deliver, so the size of the implementation gap is visible, not just the ambition gap.

By-gas and sector projections

We break quantified targets down by gas and by sector, so a headline pledge can be read as the mix of energy, land use, industry and methane commitments that sit behind it.

We build these views with clients and collaborators, from a bespoke assessment of a single country’s targets through to ongoing access to the full database. If one of these would be useful, we would like to hear from you.
